Chakotay was the First officer. Tuvok was coincidentally a "Black Vulcan" in the world of Trekkers. Black Vulcan appeared in the early Superfriends episodes. He wasn't like Black Falcon who was sort of "bird like" Black Vulcan was more lightning like. I do know that much because I am really into lightning. His outfit was blue with yellow lightining all over it and he used to use lightning to zap things with. Okay, maybe not such a good one. And you're right, Chakotay was first officer, though in my defense I believe he took the job away from Tuvok after the first episode, when the Maquis crew was incorporated into the regular ship's crew.
