Remember how in the silver-age Circe was kryptonian?  How powerful would a kryptonian sorceress be when under a yellow sun?  Consider the fact that she gave Biron/Comet kryptonian-type powers.  Imagine that in ancient times ( several millenia to a million or so earth years ago)  krypton, daxam, zoron, & possibly Lexor  were in the same star system.  Or their star systems were close neighbors.  Or daxam, zoron, & Lexor were krypton's counterparts in certain parallel universes.  At some point kryptonian science found a way to travel between universes.  Visualize the universes (in the multiverse) as lined up in a row.  Maybe the method they use enables them to only travel to every third (fourth, fifth, tenth, twentieth, or whatever) universe.  Anyway krypton has trade, diplomatic & other relations with daxam, zoron, lexor, & possibly some other alternate kryptons.  Anyway later they start a joint space program to explore their universes.  A large group of "astronauts"  visits a yellow star system, where they discover their latent powers.  One (or more) of the children unintentionally destroys several inhabitted star systems.  Killing billions.  Maybe this is Aethyr's true origin.  Or at least part of it.  Several of the adults are also sorcerors.  They decide that it's too dangerous to allow their fellow kryptonians (daxamites, zoronians, & lexorians) to leave their planets.  Hence the quarentine them.  They move the alternate kryptons (daxam, zoron, & lexor) to the Earth-1 universe.  They also decide that the kryptonians,  daxamites, & zoronians (not sure if the lexorians have latent powers or not) "need" some additional vulnerabilities.  They make the daxamites vulnerable to lead.  They see that the cores of krypton & zoron are being slowly converted to kryptonite & zoronite, respectively.  Hence they make the kryptonians vulnerable to kryptonite & the zoronians vulnerable to zoronite.  They manipulate the memories of the inhabitants of the "kryptons".  To erase knowledge of the extent of their latent powers & interdimensional travel.  As well as interstellar travel & what happened when their powers were disacovered.  Kal-El knows about this.  Having seen it via his time screen.

Was Circe actually a Kryptonian, or did she just happen to give Comet Kryptonian-esque powers?

According to Action Comics #243, Circe was from krypton.  However her "magic" was really kryptonian science.  In the Phantom Zone mini-series it was established that krypton did have actual sorcerors.

Wow, I looked up Action #243 and Circe is listed as a character in Otto Binder's "The Lady and the Lion"...I never read this story, what is the Kryptonian context?
