Not that I know of.  I suspect that aside from a couple of Fleischer cartoons and a handful of comic book covers, Superman actually saw very little action in WWII.  I think he pretty much sat-out the Cold War as well, except for letting the U.S. government test their atomic bombs on him.

If he did go up against him, it was probably a thinly-disguised version of him.

Well, he certainly went up against quite a few atomic spies & "foreign agents" during the 50s and 60s.  And he visited the Kremlin in the prose epic by Samuel Hawkins celebrating Superboy's debut elsewhere on this site (Taking Time).
