I just got out my Adventures of Superman DVDs and my digital camera and put together a picture of Ro-Zan for his Encyclopaedia entry:

And doesn't he just look like somebody that WOULD be head of the Krypton Council? I mean, with the beard and all that.

Sort of like how highway cops are required to grow catterpillar moustaches, on the Krypton Council, there's probably some peer pressure for facial hair.
