No Rao, I thought I recognized it almost straight away - and it turns out I did.

It is from panel 1, page 12, of "The Man Who Betrayed Superman's Identity!", from Action Comics #297 (February 1963), written by Leo Dorfman, with art by the great Curt Swan and George Klein.
