If imaginary stories are any indication, or if the "continuity" or usual ideas were employed - typically any child of Superman's born wherever is gonna inherit daddy's powers - effect or not.

I cite the myraid of Supe's progeny imaginary stories of the 50's and 60's, Superman Junior and the various more in present time examples of Chaykin's "Son of Superman" and Byrne's "Generations".

However, the way I read the effect is that, theoretically, because Superman was a product of Krypton - the effect remains in his genetic code vs. the example of the twins born in space - the one to Krypton would have to evolve into this.  Ergo - a child of Superman's should likely have a diminished version of their dad's powers.  But in Lara's case, she's also got Amazon genetics - which is an interesting mix.
