ah, but if I added Legends for Superman's role in the founding of the League, shouldn't I then include all of the moderm JLA books since he was actually a member? That's one I've been on the fence about a lot. The books aren't about him, but he certainly plays a major role in almost all of them. What do you think? Are they important to his continuity or are they more of an "also starring" kind of thing?

Well, I would say Superman's got more of a SLIGHTLY "major" role in the Legends books, but has "team" role in the League books.  

I dunno.  If it were the Dan Jurgens League of America, I'd say put that book in, for sure!  LOL
