I think the second story may be DC Comics Presents Annual #1.

I don't think there's any portal that Earth 1 needs to be pushed into, but I do know that Superman had to push Earth 1 through Earth 2 (I think the vibrations which keep the two planets seperate also ensured that the wouldn't actually collide).
