Once upon a time, there was a multi-issue story arc which involved Superman in a wheelchair, begging for handouts.  He was wearing a disguise.  In the story, he had been missing for some time.  He had apparently lost his powers and was working on a cure.  He was also caring for some people with some sort of disease.  I only had the first installment and never read the conclusion.  Does this story ring a bell with anyone?

Yes, it's one of those stories I've got great memories of. It's
Action Comics # 396 (jan. 1971) : The Super-Panhandler of Metropolis!
 Action Comics # 397 (feb. 1971). : Secret of the Wheel-Chair Superman!

MAN!!! I remember reading those when I was a wee little kid!  Wasn't he disguised as the President, too?  Wasn't it set in 1999 or something?  I should check the links, y'know

I believe was Action issue number 371, nice little 4 part story till issue 375, (373 was a giant supergirl )
Superman was also a wrestler , and Public enemy number 1 in this story .
