I'll give it a shot, but since he wasn't called Electro in the first comic, and you have the story, look it over.

Its very odd that he was made into villain in the second tale, even if only in a dream.

Weird, it turns out he is a creation of Luthor to lure Superman off of Earth and his second appearance is only in a red-k induced dream.

Just another Luthor creation?  Too bad -- I had wondered if Electro was distantly related to this guy:

A strange set of circumstances, the electric being is not real in the first story (Binder (?) written and a re-tread of an earlier story), a Luthor creation.

The second story is pretty good (Siegel) and the being is only on the jury in a Superman nightmare.  I wonder if the artist (Mooney) just saw the original story, though the thing looked cool and gave it the name Electro?

Grant Morrison obviously remembered those stories since he had Quintum communicating with a skeletal, otherdimensional race called the "electrokind" in ALL-STAR SUPERMAN...

Electro was also a villain in the 1977 Batman animated series by Filmation.  He was some sort of alien (but looked more like a robot) in a flying saucer with a shrinking ray and mind control ray.  Batman and Robin escape from a corked bottle while shrunk.  Sound familiar?

Why would a guy in a flying saucer with a shrink ray call himself "Electro", of all things? Because his gadgets run on electricity?
